Article I: Organization

Section 1:  The name of this organization shall be the South Middle School Student Council, of Eau Claire, Wisconsin.

 

Article II:  Purpose

Section 1:  The purpose of this organization is:
(a)  to work together to make South Middle School a better place;
(b) practice good citizenship;
(c) an awareness of leadership and its application through decision making strategies;
(d) promote harmonious relations throughout the entire school;
(e) improve student-teacher relationships;
(f) provide orderly direction of school activities;
(g) promote school spirit;
(h) plan an active role in addressing needs and concerns of all students; and
(i) to make it possible for every student to have a positive educational experience.

Section 2:  Maintain and post an activity calendar for each month.

 

Article III: Membership

Section 1: Composition of South Student Council: (a) the student council will be organized as an extra curricular activity, (b) any student in good standing is eligible to be in student council.

Section 2: Election of Officers:  (a) there will be a president, vice president, secretary, and treasurer.  To be an officer students will fill out an application and turn in to the advisor by the due date established by the executive board/advisors.  A candidate must also meet the criteria for the position in which he/she may be applying for; (b) a student may apply for more than one officer position as long as they meet the criteria; (c) the advisors will make the final selection of officers and committee chairs.

 

Article IV: Officers

Section 1: Criteria of Officer positions: 
(a) the president shall be in 8th grade.  The vice president can either be in 8th or 7th grade.  The secretary and treasurer position shall be in 8th or 7th grade;
(b) the advisors of student council will make the final selection of officer position;
(c) if there is not a suitable 8th grade candidate for president, the advisors may appoint a 7th grade student to this position;
(d) all candidates have the right to receive an explanation as to why they were not selected to be an officer.

Section 2: Duties of Officers:
(a) the
president
shall preside at all meetings of the council, represent the council at all public occasions, and assume other such duties as are generally associated with this office;
(b) the vice president shall perform the duties of the president in his/her absence, take care of all correspondence deemed necessary by the council, and serve as clearing house to all committees;
(c) the secretary- treasurer shall call the roll, keep the minutes of all student council meetings, read the minutes of previous meetings, and type minutes of all meetings and send to each officer, advisor, and principal;
He/ she  shall work closely with the advisor in monitoring all financial transactions, serve on the fundraising committee, and report the council's financial condition at each council meeting.

 

Article V: Removal

Section 1: Method of Removal;
(a) a student council member may be removed from office for repeated failure to attend meetings, failure to represent his/her group properly and fairly, failure to carry out his/her duties as an officer or representative, for failure to work to academic ability (as determined by advisors/principal), or for any other actions which are detrimental to the welfare and best interest of the school;
(b) the executive board will constitute the trial board.  A two-thirds vote of the executive board shall be necessary to remove anyone from office;
(c) any action of removal must have the advisors approval and the school administrations approval.

Section 2: Vacancies;
(a) if an officer resigns or is removed from office the student council shall be empowered to seek a new nomination, with the approval of the advisors, except in the case of president;
(b) if the president of the student  resigns or is removed from office the vice president assumes responsibilities of president.

 

Article VI: Committees

Section 1: Regular Committees;
(a) the following committees shall be organized to carry out the purpose/goals of South Middle School Student Council: 
(b) WASC Competition Committee, Fundraising Committee, School Spirit Committee, Teacher/Staff Appreciation Committee, Special Events Committee, All School Parties Committee, Fundraising/School Store Committee, and Community Service Committee.

Section 2: Special Committees: special committees may be organized as necessary.

 

Article VII:  Meetings

Section 1: The meetings of the Student Council Executive Board will occur each month.

 

Article VIII: Advisors

Section 1: The principal shall appoint a member or members of the faculty to serve as faculty advisors to the student council.  Advisors do not have the power to vote.

Section 2: The term of office for each advisor is left to the discretion of the principal.

 

Article IX: Quorum

Section 1: A quorum shall consist of two-thirds of the members on the council.

 

Article X: Parliamentary Procedure

Section 1: In all matters not specifically expressed in the constitution, the parliamentary authority shall be Robert's Rules of Order.

Article XI: Powers

Section 1:  All powers of the student council are delegated to it by the school administration.  Therefore the advisor has the right to veto any act of the student council or to revoke any of the powers held by the student council.

 

Article XII: Amendment
This constitution may be amended by a majority vote of the student council.  The proposed amendment must be read at a meeting of all student council members.  The vote shall be taken following the second reading.  The student council shall vote, a two-thirds majority vote declares the amendment official.
